    so check the voltage thats across them, if it 5v then the caps have not burnt up because of overvoltage, but because the vapours have got into them (probably into the dielectric) and caused them to go conductive, rather like it gets into the pcb board and does the same in very bad boards. SMD components are not as robust as other types
